News Response Latency

Interval between a hazard signal and the earliest news signal resolving to the same gazetteer place id. News is fetched per hazard place rather than taken from the shared window, because the window's news span is minutes while its hazard span is hours, and that asymmetry alone reported hazards as uncovered. Joined on place and time only — this is co-occurrence, not attribution, and an article about the same place need not be about the event. Absence means no coverage inside the retained window, not absence of coverage. The join and the interval are pronto's; the inputs are not.
